I saw some web animations by Lars and ryan. is there a way to create animation was not? help me.

i dont get what you mean with "was not", but adobe flash is pretty neat for animations, blender is good for 3D animations, but it can be pretty hard to understand, thats just the programs i've tested for animations, there's way more out there...

All instructions you need are at the page where you downloaded it.

But in short: you need to have the animcube.jar in the same folder as the HTML that uses it.
