Move Counts From TNoodle Scrambles

Out of interest I generated 50,000 3x3 scrambles using TNoodle. The average scramble length was 19.33 moves. There were 3 scrambles of 14 moves, 34 of 15 moves, 216 of 16 moves, 1244 of 17 moves, 6250 of 18 moves, 19,199 of 19 moves, 20,038 of 20 moves, and 3016 of 21 moves.

Here are the most common moves from highest to lowest:

I wasn't really surprised with the 3x3 results (except that there were more F's than D/D's), but the 2x2 results seem really weird. Is there any explanation for this?
The 3x3 ones make sense to me. It's just the way the scramble program solves the cube.
