Magic

If it's only one? then it's not a problem at all, it just make the pussle a little sloppier and easier to break more. Most Magic's I used lacks a string or even a whole bunch. It works fine as long as there is at least one in each loop (normaly two in each but some hardcore ppl like me and Erik J are using triple strings to make it more stable).

It is not safe to use it, it will break more soon, but that's Magic's, they break sooner or later = it is not safe to use any Magic :)

It is competition legal.

I remember seeing somewhere a comment that a non-double-strung Magic was not competition legal. But I don't see anything about that in the rules, so I'm assuming that was a faulty comment. I have a Magic and Master Magic that are both missing quite a few strings - only about 3 strings are doubled on the Magic and about 5 on the Master Magic. Does anyone know where the idea came from that they needed to be double-strung?

Also, I have a Magic and Master Magic that are strung backwards and/or upside down. Are they competition legal, or not? Is there some definitive place that shows the correct way? I think I know the correct orientation (based on the majority of videos out there), but I'm not positive.

While we're on the subject of rules, I also thought I remembered once seeing that if you could twist a corner in place on a 3x3x3 cube, it was competition-illegal. But again, I don't see anything in the rules about that. Does anyone know about this?

I've also heard that, but I don't see that realistically being illegal. Almost any DIY that isn't uncomfortably tight (and I'm sure any DIY used for OH) is loose enough to twist a corner in place.

The 3x3x3 corner-twist was in the rules, but it is not anymore

Basically the rules are now:
No adjustments that make the puzzle easier/different to solve from an original one.
Filing/lubing/modding is allowed to make the puzzle move better/faster, but not if it makes the puzzle easier.

That means:
Magics can be strung both ways because they were sold both ways.
Magics cannot be strung in a way that would allow for moves that aren't normally possible
Missing strings are not a problem (unless they would somehow allow moves that weren't possible, but I don't think that is possible)
You cannot change the prints on the magic so the solution would become different

It also means:
Only 1 logo
No transparant cubes
No bad stickers (important for blindfolded)
