I am literally a very inconsistent solver. For example if I get 20 sec solve then the next solve i would get a 15 or maybe 16, which is kinda okay. I average b/w 17-18 seconds generally. My avg generally has 2 'bad' solves like 22 or 21 secs and 2 'good' solves like 14 or 15 and one 'okay' solve like 16. So how should i practice to be consistent?

It is very normal for your times to vary a bit. If you want to be more consistent, you can do thing like finishing full 2LLL (assuming you haven't yet), such that you won't have to do 2 more algs on some solves than on others. But consistent times isn't the most important type of consistency: consistent practice is way more important.

Do you do full OLL and PLL?

I think that is one way to be more consistent, because you need for every OLL and PLL just one step.
There are still slower and faster algs, but it's always 2 algs (except of skips)

For me they way to more consistency would be to always plan the full cross.

If I can plan the full cross, it usually takes me 2-3 seconds and the solve ends with sub 25.
If I mess up the cross, it will take me 5 seconds or more, and in this cases also my F2L is slower in the most cases.
Then I can end up around 30 seconds

I know full pll but i don't know 4 oll algs which are very rare to get. I can plan full cross + 1 pair. anyway thanks for sharing your suggestion 🙏

You should learn look ahead if you haven't done so. You should also record your solves to see your weaknesses, as chances are you have a major weakness that affects a huge portion of your solves and every time it affects you it ruins your solve. Also, how do you practice? Just doing solves will reinforce your bad habits, making you more inconsistent. Doing untimed solves and slow solves really helps as it makes you see patterns easier.
