Welcome to the forums! I like your dedication on learning algs and COLL is a really good set. However I would like to say that having efficient F2L is important to remember as you get better at Last Slot and Last layer.

Learning full OLL is better, learning COLL and WV would be a good thing to do after you learn full OLL. It might seem like a lot of algorithms, but it's really not that bad because the algorithms include a lot of triggers and/or are short. Also you really don't need to know full OLL until you are close to sub 20. If I were you I would focus on drilling PLL algorithms to make them faster, finding more efficient ways to make the cross, learning new ways to solve F2L cases quicker, and if you havent already, learn 2-look OLL.
