Read the regs

2007 regulations: A3e) The judge covers the puzzle completely with hand or object.
A4c) When the judge and the competitor mutually agree in a reasonable period that the competitor is ready to begin the solve, the judge says 'OK?'.
A4d) When the competitor replies with 'OK', the judge uncovers the puzzle after 1 second.

2008 regulation changes: New starting procedure: puzzle is not covered anymore after inspection. Reduces interaction between judge and competitor. Reduces chance of judging errors in the procedure.

It didn't have to be a cover till 2013 that was when a cover had to be used instead of a piece of paper.
