I have no idea what you are talking about. But it is probably a mixture of sweat and lube. Clean it and carry on.

That looks like a rusty screw.. get a new set of springs, screws and washers.

Lightake.com sells a set including a replacement core, something you'd probably need to look into too, but the springs and core are by MHZ (=C4Y) and are notorious for being incompatible with Dayan cubes.
