I noticed a unique part of my solving and that is that when my cross f2l transition is smooth i avg about 23sec and when it goes rough I avg around 28 sec. I know this is a look ahead issue as well as my cross not being wonderful (3-4 sec), but my question is how do I track the first pair? Is this done as the cross is being formed, during inspection or do you just deal with the cards your delt when you get to f2l trying to locate the pieces as quickly as possible?

This is probably the worst part of my solving and has gotten better recently without really trying.
When I was actively working on it I was doing the cross fairly slowly while trying to track a pair
or doing the last few turns of the cross slowly
or on easy crosses (5 moves or less) during inspection working out a corner which would be on U after finishing the cross and just tracking the edge.

edit - can you solve your cross on D blind? If not that will help Alot and is surprisingly easy to learn.

My cross is really slow, about 4-6 seconds, but my f2l is rather fast so that makes up for my cross and i use 2 look oll and 2 look pll and i average around 23-24 seconds

pretty much some of the harder cases kick me ability to think efficently in the face but it still needs a little more work. I can say I get bent out of shape when I see pairs for the F2L already done I think some times I think too Much about want to preserve it. Also i'm mostly color neutral if that makes a difference.

Colour neutrality should help quite a bit with this since you can pick from 6 different crosses.
If you can recognise relatively quickly the easiest cross case it will give you time to find the pair you want to track whilst solving the cross.

Personally if I see a pair which I can't easily preserve I just ignore it, however I'm not saying that you shouldn't try.
