COLL on R (Table)

For the past few days, Ryan Przybocki (rybaby) and I have been generating algs for COLL with last layer on R.
Some of the algs can be very much improved. If you have an alternate alg to any of these, just reply here.

This substep performed on R instead of U can be useful for Waterman and Cross-on-left-FOP solvers, and I suppose Petrus-on-left solvers as well.
