Any help on LL skips?

Okay, so to organize thoughts...

WV is used for forcing OLL skips
ELS is for partial edge control
and
COLL is for PLL skips

WV: Yes, if edges are oriented. Most people will tell you a lot of the cases aren't worth learning, just some of the easy ones.
ELS: Orients edges while inserting only the edge of the FL slot (does not usually solve corner), usually used with CLS. ELS isn't really partial edge control; for info on that, look to Weston's video.
COLL solves corners of last layer (orient and permute), leaving only ELL (Edges Last Layer); if edges are already oriented, you'll be left with EPLL (super fast), and you're more likely to get a skip.
