On a 3x3, sometimes if pieces are flipped/ switched before a scramble, when the cube is supposed to be solved, two edges that are across from each other are in the wrong spots..I have searched the wiki, but havent found an algorithm that can switch them

That's because there isn't one. On a normal 3x3 it's impossible to permute only 2 edges. You will only come across this if someone has taken an edge out and replaced it in the incorrect orientation, or something similar.

If you're interested in cube laws and cube theory, I suggest you check out Ryan Heise's site.

EDIT: To make things really easy for you, read this:

You must have 3x3 and 4x4 mixed up. On 3x3, you cannot swap 2 edges. On 4x4, there are two types of parity: One edge flipped and two edges switched. It takes a long algorithm to flip one edge. That is what you are getting mixed up here. There is a long algorithm to fix the other parity on 4x4. You cannot switch two edges on a 3x3 unless you take pieces out and put them in different places.

I hope I wasn't too confusing :)

EDIT: You can swap two edges on a 3x3, but it has to be a void cube.

You can not flip one edge. The number of edges has to be even numbered.

3x3: M U' M U' M U2 M' U' M' U' M' U2
4x4 and higher: r2 B2 U2 l U2 r’ U2 r U2 F2 r F2 l’ B2 r2

There is one other possibility. If this persons cube has 2 adjacent
faces the same color. Then that edge would have two stickers of the
same color, thus if this edge and one other is flipped it would appear
as only one edge is flipped.

he is talking about a dedge on 4x4...
Stop taking everything into technicalities.
As for your non quoted post above mine, he isn't tlking about flipped edges, just switched.
