This is such a difficult question with the recent rise of the Chinese kids. Considering Bofan Zhang already +2ed out of a 2.72 on a very average luck solve, it is up to anyone in the top 25, or way beyond like we saw with Teodor. But if we are to look at who is most likely to get WR next, then the pool narrows significantly. I would realistically put it between 3 different tiers, looking at how likely they are to get WR based on their skill to luck ratio required.
In the least likely tier, there is Matty Hiroto Inaba, Dylan Miller, Luke Garrett, and the chance for another person. The reason I chose these 3 above everyone else in the top 100 by single is because of their relative frequency with attending competitions combined with their skill and ability to fluke out a good enough single on the right scramble. Though these people are by far the least likely in my opinion, and the skill to luck ratio needed to get WR is just too far.
Then a tier above them are the people I would consider as having a much higher chance at the record, and again it is subjective, and there are definitely people I am not including in each tier, or that I am forgetting/underestimating. This tier includes Ruihang Xu, Yufang Du, Zhaokun Li, and Teodor Zajder. These people have a much closer skill to luck ratio, meaning they likely wouldn't need as much luck in any given solve before they can start getting WR. I chose these people because they already have very fast singles officially, as well as having the opportunity to take advantage of specific solution sets in order to snag a WR. Ruihang can turn extremely fast, arguably still the fastest burst TPS turner, so if he gets a very spammable solution, like his 3.24, with some kind of skip, then he can edge out a WR. Zhaokun has the ability to take advantage of a really good colour neutral start, which can give him access to solutions almost no other competitor can find. Now combine that with his mastery of ZB, and high TPS, he would only need a sufficiently lucky F2L paired with an easy ZB to get WR. Yufang is in a similar, but opposite boat to Zhaokun, where he only does white, which can give him the ability to plan further into inspection more consistently. So he shares a similar outcome with Zhaokun, only needing a good start paired with some luck in ZB to get it. And lastly in this tier, is Teodor, the current WR holder. The biggest reason I have him in this tier and not one lower is because he already holds the WR. His solving style is pretty reliant on his TPS, where his best solves have him barely pausing at all. With his combination of ZB and CFOP, he can option select based on flow, and possibly cases, to have more solves with better flow. As well as his potentially creative F2L solving, notably in the 2.76, he can make use of certain blocks or cases differently which gives him a different finish than other competitors, so he might see better or worse luck.
Finally, there is the tier with the two most likely competitors to claim the next world record, of course it is Xuanyi Geng and Yiheng Wang. Now, I would put Xuanyi on the lower end of this tier, mainly because his TPS is moderately lower than Yiheng, mostly due to the ZB pause, otherwise their F2L TPS is very comparable at times. But Xuanyi has the advantage of his very creative and efficient pseudo-slotting and inspection depth, recently we've seen him predict at minimum cross+3 in under 3-4 seconds consistently. So this allows him to possibly see multiple solutions in inspection, and choose the best one for him. Then combine this with ZB, and he is saving multiple moves over Yiheng every solve, and with his TPS, he only needs a good F2L he can turn fast with, and optionally a good ZB, depending on how good the F2L is. And lastly, the most likely person to get the next WR single, Yiheng Wang, by now it should be pretty self explanatory why he is the most likely competitor. He recently got a 2.77 fullstep solution, showing that with any skip he can easily take back the world record. He has similar, though slightly less efficient F2L solutions than Xuanyi, saving the most time on last pair because Xuanyi needs to do ZBLS. As well as his similar inspection depth, though simplified, still competes with Xuanyi's pseudo. Yiheng also has insane recognition between last slot, OLL, and PLL, often times he is able to predict exactly which OLL and/or PLL he will get, allowing him to almost never stop turning. And lastly, his overall TPS, which is demonstrably higher than Ruihang, allows him to take these efficient solutions, and execute them with virtually no pauses. Meaning he might not even need any skips to take back WR, but getting any skip would almost guarantee he is able to drop the time significantly.
