How can I get faster?

First off! GET A BETTER CUBE! Any dayan cube will be good, most popular is a zhanchi.
Second is just working on execution of algs with that cube.
And then it comes to practice about 23 secs. Then you might want to start learning look ahead.

F2L (including cross) vs LL is about normal. It's usually 2:1. Read the link provided by immortalchaos29. Generally...
Cross - Be able to plan all 4 pieces during inspection. Practice doing it blind. Do it on D face.
F2L - You can also practice this blind. Know your cases well. Look ahead is key so try not to have pauses between pairs.
LL - Just practice the same algs over and over. This is the relatively mindless part. Your fingers just need to know what to do and move quickly.

For more specific tips on your own solving habits, try posting a video of a few solves in the Solve Critique Thread.

I don't think getting a faster cube will help much. I used my rubik's brand until I was sub-30 secs, 4 look OLL and PLL. Then I switched to SS Wind. Now I'm using the Fangshi. To tell the truth, I'm only using Fangshi 'cos it doesn't lock up as much and has "potential", but I still have my fastest times on the SS wind. (But I'm out of practise)

What I say is to just practice more, but don't time yourself. Take a look at some "F2L advanced" videos, pick up some tips, and when you get the style of such videos, pretend you're recording and teach someone how you solve a cube. When you're doing it, because of the slow movement, you'll find many faster ways to solve the cross, F2L pairs, etc., and it'll also improve your spacial sense. Hope this helps

Can i become color neutral?
Yes.

will it help me for my cross and f2l?
Technically, yes. You are more likely to find a favorable cross or x-cross (less moves, more fingertricky, etc.) that can boost the start of your solve by giving you a faster cross and possibly more lookahead into the beginning of f2l.
However, switching may be tedious and long, in which time you could probably get faster on non-CN. A lot of people switch to CN because it makes the solve more interesting and not necessarily to be significantly faster. EDIT: Also, CN has no effect on how likely the rest of the solve after cross (and maybe start of f2l) is to be good.
In the end, it's your choice. You could try dual-color neutrality first (just white and yellow for example). Good luck!

I'm colour neutral, but idk why it's important. It'a already been proven for every permutation, a cross can always be solved in 8 moves or less.
