Loose Inner Layer on Florian Modded Shengshou 4x4

The inner layer below my yellow side on my shengshou 4x4 is loose and can move by itself, while the other layers can't. It gets really annoying when I'm on the OLL and PLL and parity algorithms so I'm wondering if there is a way to fix that layer and have it more sturdy.

No that makes it unbelievably tight. So tight you can't turn it

If you tighten it even a little more it makes it unbelievably tight. If you loosen it it will be loose. Tightening it won't do anything

Disassemble both layers on the yellow side. Look to see whats wrong. Fix it, or report back for tips. If you cant figure it out, post pics.

I thought it was the tip of the edge piece toward the bottom after looking at another florian modded shengshou 4x4 ive modded before and tried to avoid sanding that area on this one, but it still has a loose layer.
