Would you keep all the competitors that already participated in quarantine untill the late cuber arrives?
Otherwise "scrambles" (actually scrambled states) could be communicated to the late cuber before his solves.

Especially with world class cubers you should take care that regulations are strictly followed.
What if the late cuber would set a record and some other competitor would decide to complain?

For the same reason you cannot provide the late cuber with a different scramble.

Think about it; the more pauses there are in a solve, the more room there is for improvement, and this is already very very fast.
