Why do I have high tps but bad times?

If you have high TPS (8+ TPS) but bad times (IDK 18+ seconds for example) that means either your solves are very inefficient 8x18= 144 moves or more likely you have short bursts of fast turning followed by wasted time finding your next moves. Meaning your 65-70 move solution actually only comes out to about 3-4 TPS because of all the pauses. Turn slower, focus on fluidity so you always know what your next move is.

Ok thank you! I will start practicing doing that.

You most likely don't actually have that high TPS during solves, but instead during algs that you're attempting to translate to actual solves. Some of the biggest reasons why people turn quicker but get worse times include having huge pauses because you're turning faster than you can look ahead, only focusing on the step you're doing instead of looking for what is next, having a huge increase in TPS during LL algs, or being extremely inefficient.

The best thing to do is turn slow enough that you can not look at the F2L pair you're currently doing but instead looking for the next pair you can do.

I would recommend that you make sure all of your F2L pair solutions are good, you can either look at F2L sheets or by looking at top solvers' reconstructions on reco.nz and by experimenting with cases yourself.

You can also try to turn at a consistent speed throughout the entire solve, so that you don't have a huge burst in TPS in LL but you maintain a constant speed for the whole solve.

Depending on how bad your cross/F2L is, and if you know full OLL and PLL or just 2-look for both will really change how many moves you solve with, and how quick your times will be, because if you're doing 4-5 algs for every LL then you'll need over double the moves required to solve any given case, and that will slow you down a lot.

With you averaging 20 seconds, there is no way you have 8 TPS, since that would require you to have ~160 move solutions. Even the beginners method doesn't usually take 160 moves, so unless you're extremely inefficient and using the beginners method, you likely have a much lower move-count and TPS. So what you're likely doing is thinking you turn faster than you do, or you're not taking into account pausing, or taking what your TPS is outside of solves, for example timing your T perm execution and getting say 8-10 TPS, and attributing that to your solves.
