Stackmat timers aren't truly accurate to 3 decimal places. That's why the WCA ignores the third digit.

If anyone still cares, it looks like the first video had a bad angle of the 4.78. There's pretty clearly time where he's no longer touching the cube before he's stopped the timer in his video.

Max seems to still be touching the cube with his left index finger when he stops the timer.

and 14.57/3 and 14.59/3 both round to 4.86

I believe the third decimal has been proven to be inaccurate, which is why the wca doesn't use them.

also i think the reason why is that some comps use g2 timers which don't have last digits and will make the rankings have inconsistent amount of digits

Well, s__t. Before I slept I was telling someone that Max was focusing on big cube WRs and he's deluded for thinking Max could get 3x3 WR. And then i wake up to this.
