Just saying but is CFOP not technically FreeFOP? The way you are chosing to go about the first two layers just happens to be cross then inserting f2l pairs. Just saying

Don't start a flame war... FreeFOP is a shady and esoteric art form. Those who attempt FreeFOP go into hiding out of pure insanity... and never come back. -----------------------------------------------------------------------------
But if you want a serious answer, the generally accepted definition for FreeFOP is something along the lines of "to solve the first two layers any way you want." This means that CFOP is one way to FreeFOP (and so is ZZ, Petrus, Columns-first, etc.).
In my opinion, FreeFOP implies that all F2L-first methods are considered FreeFOP sub-steps, but you should be switching and mixing methods regularly every few solves, depending on the best cases. For example, I sometimes create a 1x2x3 and extend it into a 2x2x3 (a mix of Roux and Petrus). Extended crosses would be considered a way to start FreeFOP.
I consider myself a FreeFOPer (because I really build F2L(+EO) differently every few solves), so I guess I have some experience to figure out the basic definition, implications, and so on. However, it's hard to form a definition for FreeFOP because it's so general and vague.
just say he's solving the cube. it doesnt really what fopish type method he's using, the nomenclature is so skewed and overlapping that it doesnt even mater anymore.
