It depends entirely on how you define "best". If you mean the currently most-skilled, then probably Xuanyi (current 3x3 average WR holder), or Stanley Chapel (probably the best all-rounder, if I'm not mistaken). If you mean "greatest", undoubtedly Feliks - he is just too monumental of a figure. He has broken 100+ world records, broken numerous barriers, and at his peak dominated a huge amount of WCA events.

(sry, slightly off topic) Really though. At this point, single solves are not really a measure of talent, as it mostly depends on a lucky scramble. Averages are really what determine your skill, and I really am not as moved by a single as I am by an average anymore. Before, singles moved me more, but now, not so much. A sub-3 is still very impressive, but the scramble for that was very lucky at the same time.

(This was motivated by thinking about how in Zemdeg's time, singles meant a lot more about how talented you were.)

i’m gonna disagree.

Singles and averages both require a different type of skill, not necessarily one requires more skill than the other. There’s a reason why no one else got WR on the same scrambles are Teodor. Singles require you to be able to take advantage of the scramble and not fumble execution. Nowadays, you need roughly 10 TPS to get WR single, compared to ~2016, where you could get WR single with 7 TPS and a lucky scramble. So saying singles are “not really a measurement of talent” is definitely not the smartest statement.
Averages on the other hand have always required luck. 3/5 solves need to have a good cross->F2L transition, decent F2L pairs, and a decent last layer case. Most scrambles usually don’t have that, unless you force it (cough cough yiheng and xuanyi). The faster the WR average gets, the more luck it needs. A good way to think about it is like this:
Averages require more consistency
Singles require you to turn fast and not make a mistake.
Both are different, but one doesn’t need more talent than the other.

and that didn’t change. In fact, you need to be more skilled to get WR single now compared to back then, because of the points i provided in the previous reply.

What I meant was not that it doesn't take talent; I meant that an average isn't just determined by the scramble, because it is almost impossible to get a lucky scramble on almost every solve, unlike a single.

Without a shadow of a doubt, Feliks Zemdegs. He's broken over 100 WR's, held WR's, CR's, NR's across multiple events for many years. To me he seems like the most down to earth person and definitely someone I could sit down and chat with for many hours, and not just about cubing. No one comes close to the dominance that he had.
