When is a pyraminx scramble lucky? (I first make the first layer and then use an algorithm to solve the last 3 edges.)

Orient corners ("centres" if you like that better)
Solve one FL edge
Another
And one more
Last edges

That makes 5 steps so if you do 4 it's lucky =)

Skips are: corners 3*3*3*3 = 1:81 = really lucky if it skips (same numbers goes for the tips).
First edge 6*2 = 1:12 = lucky.
Second 5*2 = 1:10 = also lucky.
Third 4*2 = 1:8 still lucky.
Last edges (3*2) * 2 = 1:12 is lucky.

If a step skips more than 1:5 it is not lucky but as you can see all your steps have larger numbers than that.

corners: isn't it only 1/27? you only need 3 corners, not all correct to skip it.
The FL edges are very easy to skip, especially if you do 1 face, not layer, as with my method. Total moves of 1 face is usually about 6 moves. I can see the whole solution in 1 look much of the time. I consider it only 1 step.
Then, it's permute all edges in one step. So I'd say for Pyraminx, there are only 2 steps. Lucky is when "PLL" is skipped or FL less than 3 moves.

No, it is a fixed position puzzle, you must orient all four to get them correct.

It's obvious if you think about it, corners does not move, just twists, just like the tips. Twist all four tips and then try to get them correct by only solving three of them :P
