i don't get

•A3d2) When the inspection time reaches 12 seconds, the judge calls 'GO'.

so, in reality inspection time is 13 seconds, as you need to place the cube onto the table first.

i thought inspection is 15 seconds.

It changed.
Basically, you HAVE to start before 15s is up.

You can still look at the cube while it is on the table. Prior to 2008, the cube was covered again while your hands are on the timer.
