These are my times for each step, i am currently averaging about 21 seconds on the 3x3. Does anyone have any advice on what individual times for each step should be? I think that my F2L is very fast, and my last layer is slow.

After manually calculating the percentages, my percent for each step is

Cross: 9.56%
F2L: 51.52%
OLL: 22.22%
PLL: 16.70%

I think my OLL is very slow.
Any tips or advice on this?

Also, feel free, actually no, time yourself on this timer.

If i was to improve what areas of my solving would i improve on?

It's all depends on how fast you wants to be. Harris Chan average F2l+Cross 6,88 seconds, so you can make your times better at that.

well the ideal OLL is about 1 sec, and PLL is 2 sec. I would say since technically you are taking such a long to do them, that you should work on those.

Don't forget that recognition time factors in for OLL and PLL ... try to cut that down wherever possible. And in general do "Nakajima style" on your LL; turning as fast as possible whilst avoiding lockups/pops.

fazrulz uses 2 Look OLL. I don't think it's possible to get one second on average with 2 Look OLL.....

Finally you give me a step by step average of your times fazrulz! I see that I need to improve my cross..... it takes me like one second to pick up the cube LOL

It's pretty hard to get sub 2 PLL, unless you don't have any AUF/rotation before doing it. However, I find that as I press the spacebar after solving the cross, I have just the right amount of time to plan the pairs for F2L, so in the end the F2L is pretty fluent/no delays.

Did you do that manually? The timer can do it for you....
After going to the timer page, do some solves, and then click the "Copy To Clipboard" button on the lower right hand corner of the page. Then just paste it (Ctr v) somewhere.
