1. Not every WCA-scramble is 3-gen. 3x3 and up use 6 faces (6gen), Pyraminx and Skewb have 4 (4gen). Square-1 is sorta 3-gen, but does not keep a fixed DBL corner.
2. The scramble you quoted is 3-gen. There is no need to point out that it keeps a fixed corner and makes scrambling easier through this, as the scramble you quoted already does that, and every "normal" 2x2 scramble does that. So while this part of your post is correct, it is unnecessary to post it, as it applies to most scrambles in this thread.
