Well, you should decide what the purpose of your club is. For example, my club has two purposes: to help people learn to solve the cube, and to provide a place for people to compete against each other. During meetings we usually separate into two groups of people - one group that's learning and one group that's racing. I go back and forth between groups to check on everyone.
But really, it's up to you. Once you decide what you want to do with your club, you should have a solid group of people who will help you run it (ex. vice-pres., secretary, club sponsor, etc.) Once you have that, you basically just need to create interest to make sure people actually come. The highest attendance my club had was when we advertised the most (putting flyers up, announcing it on the school announcements).
