'Competitors MAY dress in jeans, pants, shorts, slacks, skirts, foot-wear, T-shirts or dress shirts.'
I believe may is the key term. from WCA regs: 5. MAY This word, or the adjective "OPTIONAL", mean that an item is
truly optional.
Are you saying that what you 'quoted' was the current documentation of the regulations, or are you suggesting a new phrasing?
If the former, I assure you the phrasing, at least in the English version, is otherwise. If the latter, that leaves too much room open for nudists, which I'm just assuming here we're not "accepting" as a whole. ;p

I could understand topless or something, but come on, it's no shoes (a good amount of people wear sandals/flip flops often anyway, which barely counts as "footwear").

The definition of 'may' was from a link from the top of the WCA regulations in the Notes section. Overall the regulations are there to keep things straight forward, (especially in terms of clothing) and to prevent people gaining advantages over other people by abusing the rules.
Im no expert at pyraminx but I am under the impression that footwear does not correlate in any way to the solving time. or does it...

The "fully dressed" rule in practice doesn't relate to feet (see footsolving). I think the intention of "fully dressed" is that someone should not be undressed, i.e. everyone should be wearing pants and a shirt. The wording is pretty bad though, considering that "fully dressed" could mean anything from "shorts and T-shirt" to "shoes, socks, pants, belt, shirt, jacket, hat".
