Need help with F2L

I'm currently around 18 seconds average, I want to ask does sub 15 cuber choose which pair they should do? For me, the first corner I see is going to be my next F2L pair, does more advance cuber look for another pair if they takes too long?

i would think an advance cuber knows what pair they are doing next while they are on the current one so that they would never "take too long"

The "God" cubers already know what to to next after he done with the cross, and also know what steps of corners he should do..
