It makes no difference? I don't know full ZBLL, or even 10 cases but I've used it in solves before. I guess it's just a PLL skip since I don't know 100 cases?
The point is, if you don't know many ZBLLs, then there is a low probability that you'll get a case that you do know and be able to solve the last layer in 1-look. Therefore it is still lucky. Not quite as lucky as a PLL skip, but still lucky.
EDIT: If you know less than 10 ZBLLs, then getting one that you know really is as lucky as getting a PLL skip.
EDIT2: By an old definition of lucky, if a skipped step has less than 20% chance of happening, it is considered lucky. In the case of ZBLL, 20% is about 100 cases. But without full edge control, not every solve will even have a ZBLL case, so the number of cases you would have to know in order to have a >20% chance of doing 1LLL is even more than 100.
