Not necessarily. I used a store bought Rubik's Cube for many months when I first started and averaged high 30's with the beginner's method. I don't use it as much, but when I do, I easily get mid 20's using Fridrich.

yeah getting a better cube doesn't improve your times at this level unless your old cube was holding you back in some way, such as by being an absolutely terrible cube.
my rubik's brand cube was good enough that i averaged 23 seconds with it and switching to a guhong made no immediate difference to my times or improvement speed. remember a long time ago people would use rubik's brand cubes and be good enough to be sub-15 or something like that.
