The meffert's siamese cube is different than Thrawst's siamese cube, which is what most people associate "siamese cube" to. The one from meffert's actually will take more time to make by hand if you don't have the proper tools.

To answer your question, if you want to get Thrawst's type of siamese cube, where you have two layers turn on one side and one layer on the other, then just make one. As long as you know how to superglue something, it's really not hard at all. If you want the one where two layers on both sides can turn, you can check out that meffert's one or spend the time to cut, fill, and glue the pieces.
