Can you get a resolve if a world record happens?

It depends on the circumstances, but it's definitely possible. For example, I've seen WRs with little reaction and non-WRs with lots of reaction. The WR with a low reaction wouldn't deserve an extra for competitors, but the non-WR with a big reaction could be worth an extra.

I assumed as such, but you know what they say about assuming!

I'm sure it depends on the circumstances but I know that Elyas Eyou didn't get an extra when there was a reaction during the inspection of his 1.58 (without DNF) pyraminx average.

The main reason, I believe, is because he chose to do the solve anyway. Even if the reaction broke his concentration/focus and caused him to get a worse solve he decided to do it anyway.

I'm pretty sure a resolve could have been considered if he called for an extra before the timer started.
