Honestly, I don't think its about the length of time you've been at it as much as the quality of practice you've been putting in. From your posts, it sounds like you haven't been at it for hours every day in a really concentrated way. So, yes, you have been cubing for a year, but its not the same year as someone who was consistently practicing faster methods, doing 50 solves every day, etc.
The good news is that you already have decent times and lots of experience, so if you WANT those sub-30 and 20 times, you're already partway there. So, increase your practice time, but don't just make it idle practice. It needs to be concentrated, focused practice. Do 50 solves a day, but don't just rush through them as fast as possible. Slow down, make smooth and calculated moves, and try to improve your look ahead as much as possible. ESPECIALLY on F2l. Really, you shouldn't even need to look at your current F2L pair while you're solving them. You should just know how to solve it and already be on the lookout for the next pair and how to solve them. If you're not at that point yet, slow down and really focus on look-ahead. It's the fastest way to drop time off.
