I don't do OH, but your issue might not only be finger strength. In any event, to achieve high TPS, make sure you are using good algs, efficient finger tricks, and practicing a ton. TPS will develop over time.

This is my current ao5 and ao12 (both of which are PBs). My F2L is definitely improving. Also, I don’t officially average 15-16 seconds, most of the scrambles were good.
