Maybe I should have specified that now I am using Roux for 3x3. I realised that if I wanted to get fast with ZZ I needed ZBLL, and I did not feel like learning that many algs. So I switched to something less algorithm-heavy.

I think it would be just as useful (and probably easier) to learn how to tell quickly if a DR has easy corners or not. Being close to HTR is a good hint, because if corner are HTR'd then they are at most 3 moves away from being solved (worst case is 4, but you can always cancel one move).
One big disadvantage of full color neutrality is that choosing a starting block from 24 possibilities takes more time than choosing one from 8. Since for speedsolving one typically wants to inspect in 15 seconds, this is valuable time taken from planning further into the solve.
Russia would be fairer for people in Asia, they haven't had worlds since 2011. But I think that in the end the best application will win, and I've heard the Nethelands' application for Euros 2020 was great, so I think worlds will be there.

One note about the ban: the ban is set to 5 years, but the WDC will review the case in 2, 3 and 4 years and decide if the circumstances allow a reduction of the ban. This is mentioned in the report.
