I just did a 2x2 average of 5 and all of the OLL cases were anti-sune's and they all resulted in PLL skips, what are the chances of this happening?

Very small. What was the average?
4.56

LBL 4.56? WOW! My mixture of Ortega and Guimond ftw!!!
I use ortega but i got XLL skips every time.
That isn't Ortega then. That's LBL. Making a correct layer in every solve, no Ortega in sight.
No, in ortega you randomly place pieces on the first layer. There are 3 possible combination's ;diagonal swap, adjacent swap and the whole layer is solved. On my five solves the layer was solved for all of them.

technically its LBL if youre making the layer permuted. like, you can do 100 ortega solves with the layer unpermuted but for the ones with it permuted, it CAN be considered an LBL solve. You are doing the cube "layer by layer." and by the way, once you make your layer with ortega, you should always know the permutation of the bottom layer, other wise the recognition for xll really sucks.
