i believe a move is considered only an outer block turn, so an M would just be R L'

No. Gods number of 20 is OBTM. STM gods number is 18-20

Yeah, slice moves aren't accounted for. By the way there is another active thread called 'STM solvers and God's Number' that discusses the exact same topic, you could try checking that.
