What he means is before having the video, post the thread in the General Speedcubing category; the mods will move the thread to the WRs category after the video is posted in the thread. I don't know exactly why we should do this but I'm guessing that without the video it isn't 100% certain that the record is real, for example the competitior cheated or the WCA entered the results wrong, resulting in a false record

some people go to the comp and see it beforehand
