The competition was Northern Neck Winter 2018

This average of 5 is done with a 4x4 speed cube made by Cyclone Boys called the "FeiTeng." It's 57mm instead of the standard 62mm, which makes it very easy to solve on. I also magnetized it with weak 4x1mm N48 magnets on the inner layers and strong 4x2mm N50 magnets on the outer layers.

Big thanks to Allen for letting me borrow his FeiTeng for that last solve.

Why are the outer layer magnets stronger then the inner layer magnets?

The outer layer magnets are stronger than the inner layer because the inner layers are doubled up, since it's an even layered cube. So the outer layer has to have stronger magnets since there are fewer of them. That way, it'll feel even.
