Unless there was a SERIOUS procedural error, then there is no reason that any organizer should have access to any scrambles unless they are scrambling a round. And not till the start of the round.

The delegate can give the responsibility of bringing scrambles to whoever they want, according to regulation 1c.

Mike Hughey has said that he lets someone else bring the BLD scrambles, since those are events he competes in seriously. Perhaps something like that might have happened?

Great.

Honestly, this just makes me think the delegate was working with the WR holder to help him cheat. It sounds like he is trying to cover it up and make people stop looking closely.
To be honest, looking on what he posted in vk under my comments it could look like that. But Ilya has been a delegate for a long time already and I don't see reasons to think that he helps to cover cheating.

Using a smartphone?

See this post. He was one of the organizers. He may have printed the scrambles some time before the attempt.

I didn't attend the comps but Ilya has been handling the scrambles in 2 ways: printing them himself and holding them in his backpack (which he holds tight like always) or he stores them on a thumb drive and only opens the scrambles himself by copying and pasting them to desktop and deleting them after the round. But still I didn't attempt the comp and anything could happen (and it would be very sad for me if scrambles had been compromised before the actual attempt)

EDIT: Grammar

Okay yeah, that's true. However, I can't imagine this is supposed to let anyone handle scrambles from their own round.
