Only if the edge has yellow on it. Otherwise it won't be on LL and he can't do that.

It depends on the case for the last 2 edges. I only do it if there is a yellow edge that I can put the parity on, and even then if it is a last 2 edge case that is easy to solve I sometimes just do the algorithm and hope that I don't get OLL parity.
