Why were the FMC results at this comp so bad

So at the Cubing USA Midatlantic FMC championship, the winning mean was 27.67

What happened? Were the scrambles awful or were there not very many good competitors there?

FMC already has fewer participants than most other events, but then when you separate it from the main comp by 2 weeks, and in multiple different locations, that's really going to cut down on how many participate.
