Agreed. Even though it's possible to break the WR on a 5 move scramble, it would put the past and future on two completely different footings. Even so, I don't particularly like that solution either, as then it makes the WCA record history needlessly complicated. It could be a fun trivia fact in 10 years though. (I recognize that you are not necessarily endorsing such a change, I'm just adding my opinion to the discussion)

U' R U R' U' is almost just as fast though and the solution is much easier to find then the other solution

What you want for a 5 mover to be considered good is for it to be R U gen with no double moves, and for it to alternate hands well.
