Does anyone know a good place to find algorithms for forcing an OLL skip while solving the F2L pair? Sorry I'm not sure what this is called.

Winter Variation or some last slot techniques. I don't personally think that learning this is really worth it, I'd just do COLL and a quick PLL. (I use ZZ)

OLS does not force OLL skips. It solves OLL and last slot at the same time, usually using more moves than you would use to insert the pair alone.

Today my gf asked if I was going to take the recycling out. I said no, I was going to skip taking the recycling out. She was annoyed until I explained that what I meant was I was taking the bins out and would take the recycling at the same time. She seemed to think I was being silly.

ermm... that sounds very similar to what I would define as "forcing a skip" using an alternate alg.
A skip is when you don't have to do a step. Sometimes it happens by luck. Sometimes you influence your own luck, but still, a skip is when you don't have to do a step.

In OLS, you look at the orientation of the LL pieces, determine a solution, and expend significant effort to execute that solution, meaning several more moves than it would have taken to solve the pair alone. That is not skipping a step. It's combining two steps together.

As to your definition, yes I agree, if the alg is not significantly longer. Like if R U2 R' instead of U' R U' R' results in solved OLL, it's fair to say you forced a skip.

But in my opinion, doing R U' R' U L' U2 R U' R' U2 L instead of R U R' is not forcing a skip and it's silly to call it that. It's combining last slot and OLL. (And TBH, I'd rather cancel into the regular OCLL anyway.)
