I'm averaging about 23 seconds these days. Advice appreciated.

Work on turning faster during F2L, if this means working on your look ahead then practice going slow.
After that, you should be closer to sub-20, if not already sub-20. Finish learning full OLL.
LL recognition could be better, imo.

Lol, pll skip on the first.
You already have decent speed and dexterity.
Try PLL or OLL attacks, or just drill your algs. You can definitely speed up the last layer.
