POPs

Ok I searched for this and didn't see anything like this.

Simple question is there an offical rule for POPs?

A link would be nice

also if there isn't what does everybody do?

p.s- I know there is a +2 function, but I don't really understand it. I doesn't seem logical to fix a pop then have a consquence for it. Sorry for my spellin
