Ortega 2x2 Move

Hey everyone,
on this site:
http://www.hio.hen.nl/~s98134/rubik/2x2_ortega.html
there is this permutation move:
(FRU'R'U'RUR'F')(RUR'U')(R'FRF')
That just switches FRU and BLU
But... that is 17 twists long, and can't every single position on a 2x2 be solved from 11 turns?
What is a faster move for this?
