For this record does the building actually have to be burning?

If so, how much? Should the rooms be filled with smoke? Or is it fine for the fire to be in a completely different part of a building?

If not, what else? Can the building just be under evacuation? Does the threat need to be serious, or can the evacuation just be a practice drill?
