Why is that?

Not a TNoodle expert, but I believe it is due to the random state nature -- the search algorithm is finding that randomly generated state, and will by default always try L R as the start first. It just so happens that the algorithm will find a sequence within the scramble length tolerance (between max/min lengths) with that start a surprisingly high number of times.

The scrambler was made very quickly to release the event for 2014, and could probably use tweaks (like randomly choosing moves to start the search with), but it is indeed functional and generates a random state, despite the rather common L R start.
