Hint 1] One fish, two fish, ___ ____, blue fish.

[Hint 2] Not a cipher!

1) Where did you get this?

I found it on a geocaching website. They have tons of puzzles. Some are pretty fun and interesting. This one just has me stumped.

What kind of cipher do you think it is?

Why didn't you say so? And why not provide the link?

I guess this is it?

Don't know about what cipher, can only guess that the numbers refer to letters A to Z, as they're from 1 to 26. Hint 1 has the completion "red fish" (then it's the title of a Dr. Seuss book), and herring is a fish, so I suspect this means "red herring", which I suspect refers to Hint 2 and that's why I thought Hint 2 is wrong (besides the thing looking like a cipher). But maybe it doesn't mean "red herring" or maybe it does but refers to something else. Like to the whole riddle, and the answer is in fact the location they claim is bogus.
