Doesn't look like a typo to me; other results have been uploaded to that page and this hasn't been removed yet.
He doesn't have any other official sub30 solve, but it isn't the first time it happens.

EDIT: it changed to DNF on cubecomps. Typo?

Wow, if it's not a typo, that's pretty incredible! I'm not sure how FMC works, but do they all get the same scramble for each solve? It seems weird that he could find a solution 11 fewer than second place.

Yes, everyone has the same scramble. But one may get lucky and get an easy F2L and LL skip after a non obvious (or even bad) start.

I know István Kocza personally, and he said that 22 was an extremely lucky solution by him.

You know that luck is the biggest thing in FMC, right? :) One can find a not-so-good way to solve the first part (which others can do more efficiently), but that can lead to a solution 10-15 moves shorter in the end game. The thing is, providing a solution to the first half, you'll never know how much luck you got in the second half.

EDIT:
And particualarly in FMC "giving the same scramble to everyone" means nothing. One aims for cross or X-cross, one for blocks, squares, one for CE pairs, and so on. I think the possibility that two different people find the same solution for the same scramble is even less than in speedsolving.

I know, that's why I am not so surprised and I don't think that's a typo :)
It's one of the reasons why FMC average is a good thing.

maybe a 20 moves DNF, haha

It may be, it stayed on cubecomps for quite long. It may be:
- The judge quickly checked the solution and realized it was written wrong only in a later re-check
- The competitor cheated (he camouflaged the inverse scramble as a real solution with rotations and stuff, or in some other way) and the judges only realized it later
- A typo
