probably do full OLL, it is more useful and easier to recognize, and besides you get it every solve whereas you only get WVLS in 1/8 of your solves.

Agreed. Save complicated things like WVLS or COLL until you can average around 13 with 2LLL. For now, OLL will save you the most time.

^^^^^^ This. Cross on top = HUGE time drawback as it is literally impossible to find your first pair during cross making.

In addition to what has already been said, maybe try looking at adjusting your cube's tensions/lube etc. as it did not seem to optimally fit your turning style at points. This is by no means the most important thing, refer to previous posts for that, but without a decent cube setup, you are holding yourself away from gaining easy seconds.
